Migrants seeking employment in the UK will now be required to demonstrate proficiency in English equivalent to an A-level standard, as per a new regulation implemented today. Individuals applying through specific legal channels must exhibit competence in speaking, listening, reading, and writing at an A-level level.
To meet this requirement, applicants will need to undergo a Secure English Language Test administered by an approved provider designated by the Home Office. The test results will form part of the visa application process.
This measure is part of a broader initiative to enhance visa regulations outlined in the Labour government’s Immigration White Paper. Additionally, changes include reducing the period for international students to secure graduate-level employment post-studies from two years to 18 months, effective from January 2027.
Employers sponsoring skilled foreign workers will also face an increase in the Immigration Skills Charge (ISC) from £364 to £480 annually per person for small or charitable organizations and from £1,000 to £1,320 for medium and large organizations. The additional funds collected through the ISC hike will be reinvested in upskilling the UK workforce.
The adjustment in the ISC fee, the first since 2017, aims to bolster investment in British workers and decrease dependence on overseas recruitment, as stated by the Home Office. The process to enact the charge hike will commence later this week in Parliament.
Furthermore, prospective students will need to meet heightened financial prerequisites to qualify for entry into the UK, set at £1,171 per month outside London (previously £1,136) for a maximum of nine months.
Home Secretary Shabana Mahmood emphasized the importance of language proficiency for migrants, stating that it is vital for individuals entering the country to learn English and actively contribute to the national framework. Effective January 8, 2026, the English language requirement for Skilled Worker, High Potential Individual (HPI), and Scale-up visa routes will be upgraded from B1 to B2 level. Additional language criteria for various routes, including dependents, will be introduced progressively, according to the Home Office.
The HPI pathway, tailored for graduates from top 100 international universities, will be expanded to attract highly skilled individuals to the UK as part of the government’s strategic recruitment efforts.
