New measures are being introduced to crack down on unauthorized sellers by restricting the sale of vapes and cigarettes to only licensed shops.

Government officials are also examining the range of flavors and ingredients in vaping products to deter young individuals from adopting the habit. Efforts are underway to address a significant loophole in the existing legislation.

At present, any retailer can sell tobacco and vaping items, leading to the widespread availability of cheap illicit goods that are accessible to minors.

Health Minister Stephen Kinnock stated: “We are focused on closing a crucial gap in the law, requiring shops to possess a license to sell tobacco, vaping, and nicotine products.

“Our new proposals will enhance child protection by eliminating unscrupulous retailers from our streets and informing adults about authorized vendors.”

The government is soliciting expert advice on vaping flavors, nicotine potency, and product appearance. The Tobacco and Vaping Bill, aimed at fostering a smoke-free generation and deterring youth from lifelong addiction, is progressing through Parliament.

Under the proposed regulations, unlicensed sellers will face hefty fines or immediate penalties of up to £2,500.

Recent research from King’s College London and University College London strongly indicates that plain packaging for vaping products could reduce underage vaping rates.

Survey results show that 53% of youths aged 11 to 18 expressed interest in trying vaping with branded packaging and flavors, compared to 38% with plain packaging and flavor descriptions.
