More than 225,000 Canadians have signed a petition urging the House of Commons to declare Pete Hoekstra persona non grata, a rare diplomatic measure to expel an ambassador from the country. Jeremy Kinsman, a former Canadian diplomat with key roles in Moscow, London, and the EU, believes that Hoekstra’s behavior falls short of the egregious actions typically warranting such a response.

Kinsman emphasizes the importance of distinguishing between the message and the messenger in diplomacy. He criticizes Hoekstra for conveying frustration and grievances towards Canada in an undiplomatic manner, reflecting the broader unpalatable message of the Trump administration. Despite not meeting the threshold for persona non grata, Hoekstra’s behavior has sparked significant backlash in Canada.

The U.S. Embassy has refrained from commenting on the petition, only acknowledging its existence. The lack of diplomatic finesse exhibited by certain U.S. ambassadors, including Hoekstra, has raised concerns among seasoned diplomats like John Dinkelman. Diplomacy, according to Dinkelman, should aim to build consensus and understanding rather than needlessly antagonizing host countries.

The trend of appointing controversial or inexperienced political figures as ambassadors has been evident in various countries. Notably, ambassadors like Charles Kushner in France and Mike Huckabee in Israel have stirred diplomatic controversies with their statements. The absence of permanent ambassadors in key positions globally has led to an overreliance on special envoys, including private individuals like Jared Kushner, for critical foreign affairs negotiations.

The evolving landscape of U.S. diplomacy under the Trump administration has raised questions about the effectiveness and professionalism of diplomatic representation. The sidelining of career diplomats in decision-making processes and the appointment of unconventional envoys have drawn criticism from within the diplomatic community for bypassing traditional diplomatic protocols.
