Millions of households are set to receive assistance through two new support payment programs aimed at addressing the rising cost of living. Scheduled to launch in April 2026, the upcoming Crisis and Resilience Fund will offer financial aid, rent assistance, food vouchers, and more to households in need, replacing the expiring Household Support Fund.
The new fund will introduce two distinct payments, with the Crisis Payment catering to individuals facing immediate crises, the eligibility criteria for which will be determined by local councils. This approach may result in varying levels of support available based on location, resembling the current Household Support Fund structure.
Recent guidance from the Department for Work and Pensions (DWP) emphasizes inclusivity by suggesting that the Crisis Payment should not be restricted to benefit recipients only. Councils are advised to prioritize individuals experiencing sudden financial shocks, income drops, or those at risk of financial instability.
Crisis Payment schemes are expected to prioritize cash disbursements, including physical currency, bank transfers, and vouchers, with applications being the primary method of operation. In some cases, councils may opt to provide essential items like appliances to those in need. Additionally, parents of children eligible for free school meals may receive food vouchers during the summer.
Furthermore, the fund will introduce a Housing Payment to assist with rental costs, replacing the existing Discretionary Housing Payment scheme. To qualify, individuals must be receiving Housing Benefit or Universal Credit with housing support. Eligible recipients may receive retroactive payments, and the duration of assistance will be at the discretion of the council.
Payments from the fund may be directed to third parties such as landlords and estate agents as necessary. A government representative highlighted the fund’s commitment to alleviating poverty and enhancing financial stability for families nationwide, emphasizing the fund’s role in providing emergency financial support through local authorities.
