Canada’s Minister of National Defence has announced a review of a directive from 2025 that regulates language usage within military workplaces due to recent concerns. The Department of National Defence (DND) and the Canadian Armed Forces modified regulations in January 2025 regarding the languages utilized for internal activities and services like meetings and documents. Previously, units were categorized as English, French, or both.
According to a blog post by the DND in late July, many organizations and units in unilingual regions struggled to meet language requirements, leading to complaints and frustrations. The directive, officially named DAOD 5039-2, was implemented in January 2025 to align internal language needs with the language designation of the office under the Official Languages Act. This meant that only workplaces in designated bilingual areas, such as New Brunswick, the National Capital Region, and parts of northern Ontario, were mandated to use English and French exclusively.
These adjustments did not impact communication with the public or military families. The military still promoted the use of both official languages to enhance inclusivity and uphold Canada’s linguistic diversity. The ensuing media attention and criticism from advocates and opposition parties highlighted concerns about the perceived weakening of French language protection within a major federal department.
Minister of National Defence David McGuinty responded to these concerns by initiating a review of workplace language designations. He emphasized the importance of examining how language requirements are enforced to ensure they meet operational needs and uphold the language rights of the Defence Team. The timeline for this review was not specified.
Following this announcement, the Conservative Party urged McGuinty to immediately reverse the changes, emphasizing that Francophone members should not lose the ability to work, lead, or progress in their careers in French due to being stationed in predominantly English-speaking regions.
