Migrants seeking to stay in the UK will now encounter stricter regulations, including the requirement to attain a high level of English proficiency, as revealed by Shabana Mahmood.

These new measures are part of the proposals introduced by the Home Secretary at the Labour party conference, marking her inaugural major address in this capacity. The focus will be on revamping the criteria for indefinite leave to remain, a status that permits migrants to reside and work freely in the UK and serves as a primary pathway to citizenship.

The suggested changes entail making the grant of indefinite leave to remain contingent on maintaining a clean criminal record, engaging in community volunteering, and contributing to the National Insurance system. A consultation on these adjustments is slated to commence later this year.

Labour has underscored a stark contrast between the Government’s proposals and the stance taken by Reform UK leader Nigel Farage, who advocates for the removal of settled status for non-EU migrants, a policy criticized by Keir Starmer as discriminatory and unethical.

During her speech, Ms. Mahmood is anticipated to express concerns regarding the transformation of patriotism into a more exclusionary form of ethno-nationalism. She will emphasize the importance of stringent border controls, equitable migration policies, and safe public spaces as fundamental elements of a nation characterized by openness, generosity, and tolerance. Additionally, she will caution party members that her decisions may not always align with their preferences.

Ms. Mahmood will draw upon her parents’ immigration experience to underscore the significance of migrants’ contributions to local communities in fostering societal acceptance.

The proposed reforms may tie the attainment of “indefinite leave to remain” to fulfilling obligations such as National Insurance payments, abstaining from welfare benefits, maintaining a clean criminal record, and engaging in community service. The Government is poised to solicit feedback on these changes within the current year.
